Some Ontario tire suppliers, manufacturers, and Producer Responsibility Organizations (PROs) have announced recycling fee increases that will take effect on August 1, 2026. However, the Ontario Tire Dealers Association (OTDA) is reminding retailers and collection sites that these increases are not part of a province-wide or government-mandated fee change.

Under Ontario Regulation 225/18 (Tires Regulation), multiple PROs operate independently, with each organization setting its own recycling fee structure based on its business model and operating costs. Those fees are charged to tire producers—including manufacturers, importers, and brand owners—and are typically passed through the supply chain to distributors, retailers, and ultimately consumers.

Because each PRO establishes its own fees, recycling charges can vary across all networks. In some cases, the August 1 adjustment represents the second fee increase implemented by certain PRO networks in 2026.

The OTDA advises retailers and collection sites with questions about fee changes to contact the specific PRO or producer that issued the notice. Those organizations are responsible for communicating reasons for the increase, how the fees are being applied, and whether the additional revenue will improve collection services, expand access to collection networks, or reduce existing scrap tire backlogs.

The scrap tire crisis has continued to be a major issue, with a growing backlog of used tires highlighting cracks and concerns throughout the tire recycling economy. Meanwhile, a growing number of municial waste transfer stations have begun refusing to accept tires as distributors, retailers, and consumers must search for alternatives to PROs.

Earlier this year, Ontario’s Ministry of the Environment, Conservation and Parks issued an official proposal with a number of changes to current tire regulations, including lifting the cap on administrative penalties to strengthen enforcement.

Estimates put the stockpiles spread around Ontario at more than a million tires; some 400,000 were in one unregistered Sudbury, Ont., collection site alone.

According to the OTDA, it has not received information indicating whether the upcoming fee increases will result in measurable improvements to Ontario’s tire collection system, including addressing ongoing collection delays or expanding service availability.

Producers (tire importers, manufacturers, brand owners, etc.) are encouraged to periodically review the services offered by each PRO, including pricing structures, network accessibility, service coverage, and each organization’s ability to meet its obligations.

The OTDA remains actively engaged with the Ministry of the Environment, Conservation and Parks (MECP) and the Resource Productivity and Recovery Authority (RPRA) regarding ongoing scrap tire collection disruptions and tire backlogs being experienced across Ontario.
